A Study on the ¡®Low Fertility¡¯ Research Trends Using Text Mining Technique: Focusing on the Comparison with the Process of Low Fertility Policy

Abstract
The aim of this study is to compare and analyze the process of changes in low fertility policies and related discussions and seek implications. To that end, we collected a total of 752 research studies on low fertility that had been published from 2006 to March 2020 and conducted, using text mining and word co-occurrence analysis, a network analysis of different periods of policies aimed at responding to low fertility. As a result of the analysis, it was confirmed that the setting of the agenda called "low fertility" and the subsequent discussion of direction were mainly led by the government and related studies followed. As an extension, discussions on the direction of low fertility policies of the government and academia were developed differently starting from the announcement of the Roadmap for Low Fertility and Aging Society Policies in 2018 and the 3rd Basic Plan for Low Fertility and Aging Society (amended). In addition, the scope of research by the academic community did not cover all of the low fertility policies within the Basic Plan for Low Fertility and Aging Society. Overall, it was confirmed that low fertility policies and academic discussions were not closely exchanged and reflected. Finally, this study suggested the monitoring for possibility of policy delay in implementation of low fertility policies, a more multifaceted and comprehensive understanding of low fertility phenomenon, the importance of low fertility policy approaches with family-level, and implementation of low fertility policies in consideration of regional perspectives.
